Executive Director

Meg has over 20 years of experience working in child welfare and joined ABCFOC as Executive Director in 2016. She oversees daily operations, focusing on program development, team leadership, and advancing our mission.
If Meg won the lottery tomorrow, she would take more vacations, eat out more, and keep working at ABCFOC!

Dan Edgar
Chief Financial Officer
Dan is married to Mary Lou Edgar, the Founder of A Better Chance for Our Children. Dan and Mary Lou have 5 children, 3 were adopted including 2 from Foster Care. Dan worked for the DuPont Company for 36 years. He attended UVA where he earned a BA in Economics and an MBA from the Darden School.

Heather Holiday
Director of Development
Pronouns: She/Her/Hers
Heather is building our development efforts from the ground up. She joined ABC in the Spring of 2023 and brings 20+ years of marketing, communications, and fundraising experience with her.
When she was 5, Heather wanted to be Martha Stewart when she grew up. She even asked for a subscription to Martha Stewart Living magazine.

Amanda Bright
Wilmington Office Manager & Program Coordinator for Wilmington Rec-n-Respite
Amanda keeps the office running smoothly and assists with accounting and billing. She also oversees the Wilmington Rec-n-Respite program. She joined ABC in 2022 after 6 years in banking and 2 years as a stay-at-home parent to her children.
Best Piece of Advice: “This too shall pass.” It is helpful to keep in mind that the stress will subside, and to just focus on what you can control.

Cindy Klein
Child and Family Specialist
Cindy offers support to children and families as they explore their foster care/adoption journey. She has 5+ years of nonprofit experience and joined ABC in 2023.
When Cindy was 5, she was pretty sure that she would be a Pediatric Neuromuscular Doctor when she grew up, until she was old enough to understand the amount of schooling that would be required of her.

Laurie Lattomus, LCSW
Post Adoption Post Permanent Guardianship Support Navigator
Laurie has been with ABCFOC from the beginning and has over 30 years of experience in adoption and foster care. She provides support to families throughout their journey of adoption or permanent guardianship.
If she won the lottery tomorrow, Laurie would locate a vacation home in Florida to share with family and friends.

Tiyona McCollister
Child and Family Specialist
Pronouns: She/Her/Hers
Tiyona started at ABC in 2022. Prior to that, she worked for Big Brothers Big Sisters for 16 years. She has worked with children professionally since graduating from the University of Delaware in 2002.
The most inspiring part of her job is creating a bond with the children she supports, seeing their strength, and watching them open up despite what they’ve endured.

Amy Morgan, LPCMH
Therapist, Certified Child and Adolescent Trauma Professional
Amy has been with ABCFOC since 2012, starting her career with the agency as an Adoption Case Manager. Amy has extensive knowledge of the impact of early trauma, grief and loss, and adoption-related challenges. She provides individual and family therapy services.
Amy has an immense love for animals. If she were to win the lottery tomorrow, she would open up an animal rescue and possibly a cat cafe!

Nikki Outten, LCSW
Therapist
Pronouns: She/Her/Hers
Nikki provides counseling services to children, adolescents, and adults. Nikki has been involved with A Better Chance for Our Children for over 15 years and specializes in supporting foster and adoptive families through a trauma-informed approach.
She loves all animals but has a special affinity for cats.

Venus Smith
Child and Family Specialist
Venus’ role includes supporting connections between children and families of all types. After leaving corporate America in 2007, Venus worked with individuals experiencing mental health challenges, domestic violence, and homelessness before joining the ABC team in 2022.
In another life, Venus is pretty sure she was a (rich) socialite.

Yasmine Smith
Child and Family Specialist
Yasmine works directly with children and families, helping them build connections. Yasmine joined the ABC team in 2022 after graduating from Cabrini University with a bachelor’s in social work.
When Yasmine was 5, she was pretty sure she’d be a pediatrician when she grew up.

Pepper
Chief Emotional Support Officer
Pepper has been with ABC since 2016 and loves to spread joy throughout the Wilmington office. Her primary responsibilities include getting attention, checking every office for treats, taking naps during meetings, and encouraging everyone to take a walk outside. Pepper is thrilled to be a member of the team and has no plans for retirement, despite her advanced years. Her role keeps her young!

Cindy Knapp
Program Supervisor, Milford Office
Cindy has been with ABCFOC since 2016. She has a master’s degree in psychology and is certified in Reality Therapy. Cindy has over 30 years of experience in the child welfare system. She believes that our families should never feel alone in their adoption journey.
Best Piece of Advice: Treat others with the platinum rule as opposed to the golden rule. The platinum rule states, “do unto others, wherever possible, as they would want to be done to them.”

Celeste Bishop
Permanency Specialist
Celeste has been with ABC since day one! She handles pre-service training and post permanency workshops, projects, and events – including CAPS.
When she was five, Celeste was pretty sure she was going to be a big Broadway star. Her Broadway dreams never came true but, every once in a while, when she’s cleaning her house, she’ll break into song and pretend there’s an adoring audience enjoying her performance!

Misty Bloomer
Child and Family Specialist
Misty provides our children and families with MyLife to Home assessments services. She joined ABC in July 2024 with 20+ years of experience as a social worker.
Misty is an adoptive parent and former foster parent who loves theater and crafts.

Kimberly Crossley
Child and Family Specialist
Kim is passionate about serving the children and families in our foster and adoptive community. She joined ABC in the Spring of 2019 and feels that working in the field of child welfare can be emotionally demanding but also incredibly rewarding!

Milford Office Manager
Amberly manages the daily office tasks at our Milford Office. She joined ABC in February 2023 and brings over 15 years office management experience.
When she was 5, Amberly was pretty sure she’d be a bus driver when she grew up.

Child and Family Specialist
Sharia joined ABCFOC in 2021, driven by a passion for helping others. She previously volunteered with AmeriCorps and worked at Habitat for Humanity.
At 5, Sharia was pretty sure she’d be a lawyer when she grew up, but she\’s grateful for her psychology education & current career.

Pam Starling
Child and Family Specialist, Program Coordinator for Milford Rec-n-Respite
Prior to joining ABC in 2018, Pam was a Family Crisis Therapist with the Division of Family Services, where she retired after 25 years of service. Pam provides direct services to children in the foster care system and oversees the Milford Rec-n-Respite program.
If we held an office talent show, Pam would wow everyone with her Mime Praise Dance and acting talent.
