Our Mission

A Better Chance for Our Children is dedicated to providing permanency for children. We focus on finding families for waiting children, most from foster care and many with special needs. We believe that through education and support, families can develop the skills necessary to provide a stable, nurturing environment for these children. We prioritize this training and support so that waiting children have a better chance of overcoming the trauma they have experienced. We believe that all children deserve a chance to be the best people they can be and, to achieve this, it is in a child’s best interest to be with a properly trained and supportive family.

Meet the Team


  • Cindy Knapp

    Program Supervisor, Milford Office

    Cindy has been with ABCFOC since 2016.  She has a master’s degree in psychology and is certified in Reality Therapy.  Cindy has over 30 years of experience in the child welfare system. She believes that our families should never feel alone in their adoption journey.  

    Best Piece of Advice: Treat others with the platinum rule as opposed to the golden rule.  The platinum rule states, “do unto others, wherever possible, as they would want to be done to them.” 

  • Tiyona McCollister

    Child and Family Specialist

    Pronouns: She/Her/Hers

    Tiyona started at ABC in 2022. Prior to that, she worked for Big Brothers Big Sisters for 16 years. She has worked with children professionally since graduating from the University of Delaware in 2002. 

    The most inspiring part of her job is creating a bond with the children she supports, seeing their strength, and watching them open up despite what they’ve endured.

  • Nikki Outten, LCSW

    Therapist

    Pronouns: She/Her/Hers

    Nikki provides counseling services to children, adolescents, and adults. Nikki has been involved with A Better Chance for Our Children for over 15 years and specializes in supporting foster and adoptive families through a trauma-informed approach. 

    She loves all animals but has a special affinity for cats.

  • Pepper

    Chief Emotional Support Officer

    Pepper has been with ABC since 2016 and loves to spread joy throughout the Wilmington office. Her primary responsibilities include getting attention, checking every office for treats, taking naps during meetings, and encouraging everyone to take a walk outside. Pepper is thrilled to be a member of the team and has no plans for retirement, despite her advanced years. Her role keeps her young!
